Function for (basepair-wise) BasePair Energy model.

BPEnergy is an Infrared Function to capture BasePair Energy model at base pair (i,j). It further takes a boolean value indicating whether the base pair (i,j) is terminal, i.e. (i-1,j+1) is not a base pair
