The routine CPXdelsetrows deletes a set of rows. Unlike
 the routine CPXdelrows, CPXdelsetrows does not
 require the rows to be in a contiguous range. After the deletion occurs, the
 remaining rows are indexed consecutively starting at 0, and in the same
 order as before the deletion.
delstat array must have at least
 CPXgetnumrows(env,lp) elements.
