The routine CPXNETcreateprob constructs a new network
 problem object. The new object contains a minimization problem for a network
 with 0 (zero) nodes and 0 (zero) arcs. 
 Other network problem data can be copied to a
 network with one of the routines 
 CPXNETaddnodes,
 CPXNETaddarcs, 
 CPXNETcopynet,
 CPXNETextract, or 
 CPXNETreadcopyprob.

CPXNETcreateprob returns the newly constructed network problem object; if not, it returns either NULL or a nonzero value to indicate an error. In case of an error, the value pointed to by status_p contains an integer indicating the cause of the error.
